I've got a new computer, I've installed everything manually, from scratch. New Windows 7 64 Bits on a formated Hard Drive.

The problem is that every time I START a game of something, the game minimizes itself and stops to respond. When I mean "Start" I mean, start a gaming session. I can open the game, I can see 3D elements without problems. But if I select "Start Game" and the game enters in a play state, it minimizes and bug.

Occurs all the time with:
Diablo 3 (Can open game, play in menus, see my 3D character, can't start a singleplayer or multiplayer session)
Amnesia: The Dark Descent (Can open game, select "New Game", see and play the first cinematic-like part where you control your character, but as soon as the game would start, it happens)
F.E.A.R 3: Same thing.

I know for sure that ALL my drivers are up to date since I've used a software named Driver Genius (Up to date), I also did All Windows 7 updates.

A.K.A I don't know what is the problem or what I can do to fix it :(

Here's my computer's specs:

There's your problem

Nuke your hard drive and reinstall Windows.

Then, properly install all the drivers from the manufacturers websites as they were intended. Never rely on crap like Driver Genius

I guess that I'll have to do that. Already tried to uninstall display driver and to install the one from official's website.

+1

I only use software like that when I have a laptop or some unknown device that all the manufacture drivers fail to resolve. It may have installed a basic WDM Windows video driver but not a full AMD Driver.

Found out that my HD 7770 is a Factory Overclocked edition. Since my power supply (500W) is the minimum requirement for the non-overclocked one, I've tried to underclock my Video Card to the same value of the not-overclocked edition.

It instantly fixed all my issues :D  Still sad that I'll have to buy a new Power Supply if I want to be able to use what I paid for, as well as overclocking my CPU to 3.2 GHZ.

But at least, I've found the cause of the problem, and I know what to do to fix it.

The rated wattage on a PSU doesn't mean anything because there's no standard way to measure it. A good 500 watt SeaSonic PSU can put out over 400 watts on the 12 volt rail alone. If you're having power problems with a 7770 then I suspect that your PSU is either a fire hazard or your 7770 is a lemon.

Only have an Antec Basiq 500w PSU, not the best for sure.

Antec PSUs are all over the place but none of them are bad. That PSU is more than capable of running a high end GPU without breaking a sweat. I think that your "overclocked" 7770 is a lemon and should be RMAed.

Not quite sure, 500w is the requirement for the non-overclocked edition (Which work perfectly once underclocked to factory value). I feel like it is normal to become unstable if it asks more than the power supply's maximum capacity.

Those "requirements" are based on the assumption that most people buying midrange cards do not have quality PSUs. Most crummy PSU manufacturers have a tendency to overstate the capabilities of their products while quality manufacturers actually understate them by a fair amount.

500 watts is fairly meaningless. There are 500 watt PSUs that will fail on the primary side (the side of the PSU that takes AC from the wall and converts it into a stable DC voltage) as soon as they hit 400 watts. One or more parts of the secondary side may also fail (the side that takes the internal DC voltage and steps it down to 12, -12, 5, and 3.3 volts).

One 500 watt PSU may only be able to handle 200 watts on the 12 volt rail, 200 watts on the 5 volt rail, and 100 watts on the 3.3 volt rail. They combine these to get 500 watts but the power draw on the 5 volt and 3.3 volt rails is minimal, this allows them to oversell the product. Some of these pieces of junk may actually fail to pull the necessary power from the wall to reach a combined 500 watts of output power, they're a false advertising claim in the making.

A good 500 watt PSU may be capable of 450 watts on the 12 volt rail, 200 watts on the 5 volt and 100 watts on the 3.3 volt with 500 watts being the recommended combined output to meet its 80 PLUS efficiency requirements and expected lifespan. Most of these PSUs can actually deliver up to 20% more than their combined rated output capacity without straying outside the ATX specifications.

You may notice a trend here, the 12 volt rail is holy. All the major heat generating components use switching buck converters to step a 12 volt power source from the PSU down to a programmable voltage supply for the component. These are called Voltage Regulator Modules.

The exact amount of power that a component draws over a short period of time is unique to each individual component. Two identically marketed components (such as two identical 7770s from the same manufacturer) may have slightly different power requirements, this is due to quality control in the production process. When manufacturers design components they design them to operate within a certain thermal envelope known as the TDP. The TDP is the maximum non-transient power dissipation of the device. In the case of major components like the CPU and GPU this corresponds almost exclusively to power draw from the 12 volt rail.

So, two 500 watt power supplies can be a world apart in terms of the amount of power they can deliver to the components that require it. A good 400 watt SeaSonic PSU may perform better than a crummy 600 watt PSU from some no-name manufacturer.

The 7770 has a TDP of 80 watts and should fit comfortably within the capabilities of a good 400 watt PSU and certainly within your Basiq 500 which can deliver up to 432 watts on its two 12 volt rails.

I understand what you mean by that. It is not impossible that my PSU could be defective still. Maybe it can't put out as much as it could if I had a bad one on arrival without noticing it on my low-power old computer specs.

Because the Video Card runs amazingly well at factory frequency. But I see odd stuff happening like my wireless mouse's USB devices "Flashing" (Temporarily loosing power, making so my mouse doesn't work for a second, before which, all programs stops to respond). Computer also temporarily hangs for a few seconds sometimes... All this leads me to believe that either the PSU has gone bad, or the motherboard has a defect and can't pull out all the power that the PSU is giving? (Is that possible?) I've bought my motherboard as used.

If power is interrupted to the point that it would cause a USB transceiver to lose power your PC would shut off automatically to prevent damage
