Been a long time since I've played Empire...

What does it mean when a sector has 2 designations visible? The old on
top, and the new on bottom? When the new one is 100% build and
stuff.

The only time I see 2 designations, the *new* one is on top.

It could be a difference between bmap and intelligence too.

There are three situations.

1) The designation is being changed. The designation is not changed
until the update occurs which the sector is deconstructed and then the
new sector constructed starts. WinACE determines this using the sdes
field.

2) bmap and enemy info are different. WinACE will show both
designations. This generally happens when exchange enemy info with
allies that have newer information then your bmap on the server knows.

3) the designation in the enemy sector and sector file is different.
WinACE 2.4.8 shows both. This is bug and has been resolved and will
be included in the next release. This can occur when you take over a
sector, the enemy sector is not deleted so it could be used to show
the old owner when a sector is 'not yours'. Currently this capability
is not implemented.
