Since the disc is for specific dell computers you will have a hard time installing on any other system. You can share internet from youre pc to youre laptop. There are many ways to connect them together. You can also download a distro of linux and boot from a CD if you just want to be able to use the laptop to connect to the internet.

Best thing for internet sharing is to get a Router and hook up your internet modem to that to get the signal to the 2 computers.

Otherwise you'll need to buy a second network card for the PC to connect the laptop to it, and the PC has to be on for the laptop to get internet.

As far as the XP setup, if you buy an XP disk, you can install it on the laptop, first you need to check the vendor support site for XP drivers for your hardware of things probably won't work right on the laptop. Using Linux as above is also a good idea.
