Unit config at run-time vs compile-time

Why are the ship/plane/land/nuke/sector stats contained
in C-source files? These could be reformatted into files
that are loaded at run-time. This would make use of
pre-compiled binaries more useful for deities in a Win32
environment that want to modify the stats.

RFE#752881

There has been some work on it, which will be released when it's
ready.
