That's part of SpyBot S&D I believe. Try uninstalling / reinstalling it.

Teatimer.exe is part of Spybot Search & Destroy. A new version is out
for Spybot (.ver 1.4) Suggest you uninstall .ver 1.3 from add/remove in
control panel, reboot, download and install the new version. This may
take care of your .dll problems;
