When that is happening it's often best to restore to an earlier time before
it started happening. It seems to happen for no real reason and for many
varied reasons but that's one of the things that restore often fixes. Seeing
as you're able to get the system to popup the explorer after running it I'd
just restore to a week ago or so. (Restore only really does a few things
like system state and system files, beyond that it's not really a backup
program or anything.) If you can't then you can run restore from the same
spot you've been entering explorer.exe at this time. Just run:
"%SystemRoot%\System32\restore\rstrui.exe" without the quotes.
