Is the cooling fan in dell Inspiron 1720 supposed to run continous? I changed out the old one and the new one does not work. Does it only come on when it heats up?

What does not work? Or does work? The fan should run at low speeds pretty much all the time, if it's running on high all the time you have issues.

Are you saying the new fan does not work at all or what?

the fan does not turn when the computer is cold and just starting.
I put the old fan back in and it does not seem to run right a way but seems to run after the lap top warms up. My questions is, is the fan supposed to run continous?

It should only run when the temps reach a certain level. So no, it should not be on all the time, especially for a laptop. You can change this in the BIOS though, look for fan speeds or cooling options to make them faster or turn on sooner.
