Well it may or may not be color "dithering," however the world dithering somewhat describes what I see.
Say you have a movie or something with motion in it. From time to time if you look at patches of similar color, you will noticed a kind of "dithering" effect where some pixels (or subpixels) are darker and some are lighter. I'm not sure if it is some kind of actual dithering going or on or perhaps my noticing the "screen door" effect. Suffice to say, if I stop the video, the effect goes away. One time I even looked really close at the pixels to see what was going on and I noticed an odd pattern -- almost like the subpixels (red, green, blue) were not in sync.
Has anyone else see this effect in video where patches of color take on a dithering effect? If so, does anyone know what it is?

Yes, it happens for all video. I haven't tried any dvds, but I have tried quicktime, windows media, and flash video. All show the issue.
However, I think that this issue may not be what I thought it was. It may just be my eyes acting up. My eyes might be crossing/getting out of focus every now and then causing me to see the individual pixels more -- the "screen door effect" perhaps?
Anyways, this particular issue may just be me. There are several reasons why my eyes might be acting up: 1. My old crt has ghosting issues, meaning the text and stuff shows up in two spots; this may have affected how I focus my eyes on screens. 2. I am not wearing my glasses. 3. I used to look at those 3d images where you have to look at the screens in a weird way; this may have affected my eyes too.
On the other hand, the other thread you replied to represents an issue that is very important to me. To put it simply, I cannot stand the way the monitor looks with it not giving a solid shade of color. I cannot believe that nobody anywhere has brought up this rather serious issue regarding matte finishes on LCD monitors.
I take back what I say. I can close one eye and still see it. Either it's some weird problem that occurs when there is movement on screen, a weird dithering not yet known about, the screendoor effect, or something else.
