My Scientific Atlanta DVR that I rent from Time Warner Cable provides HDTV via component video cables (Y Pb Pr) to my HDTV plasma TV.

Is there anyway to feed that HDTV component video signal into my Windows XP PC so I can record it to a HDD?

All of the PC video adapter cards seem to only have composite video and/or S-Video input ports. None of them have component video input. Am I missing something?

Nope, you're not missing something. But check out http://www.thegreenbutton.com for a bit of info on people recording from the firewire output of their cable STB to their MCE PCs. Perhaps you can get that to work. It would be better anyway, as it would keep the content in the digital realm.
