I downloaded the 16 bit fix for Win XP. I installed it and it worked.
The next day I went to open the program again and it wouldn't work. I
got the same error message again. What can I do now to resolve the
situation? Thank you.

Where did you download the fix from? Try Microsoft's answer:

This has probably been answered a long time ago, but I really would like
for me to play Alpha Centauri on my WinXp Home edition and not have to
find an old beat up Win 98 and install the game on that. I tried the
WinXp patch but even after I changed the value I would get so far into
the game and freeze up, I had heard that the latest version with the
alien crossfire attached for the laptops work fine with WinXp, is this true.
And why haven't they come out with a version for WinXp anyway, I am sure
there are a lot of Sid Meir fans out there who would like to revisit
this game, I know I got a lot of hours out of it when I played it on my
Pentium II 128 Ram Win 98, but now with the faster and better I can't
play the game, just not right.

Try installing and playing that using 95/98 Compatibility mode.
To install a program using Windows XP's Compatibility Mode, hold
down SHIFT as you insert the game CD, use My Computer to browse
to the setup program, and then skip down to step 1 in the list below:
To run an installed program using Windows XP's Compatibility Mode,
first right click the program and "Send To..." / Desktop (create shortcut).
1.. Right click on the shortcut to the program.
2.. Click on Properties.
3.. Click on the Compatibility tab.
4.. Click on Run this program in compatibility mode and select one of these:
a.. Windows 95
b.. Windows 98
c.. Windows NT 4
d.. Windows 2000
5.. Under Display settings, check mark the mode that you think that is best:
a.. Run in 256 colors.
b.. Run in 640 X 480 screen resolution.
c.. Disable visual themes.
Click on Apply.Click on Ok.Double click on the program.
