Please help with these issues

Im having problems with my windows:
- When I start my computer and I log in for like 20 seconds all that I
see is my background picture its like my computer stops responding for
that time. Then I wait and the computer starts to load.
- When I “leftclick” on my desktop to make that box that I can select
things with parts of the box stay there and I need to refresh my
screen. Is there a way that I can fix that.
- Do people know any good programs to keep your computer running at top
performance?

I am running Windows Xp if you need anymore information please just ask
me.
