HP ENVY h8-1409eb i7-3770 - only 3.7GHz max. Turbo?!

Hi,

Today we got a brand new HP ENVY h8-1409eb in our office to serve as a 3D rendering machine.
It has an i7-3770 CPU, 8GB RAM, Windows 8 64bit.

I's running smoothly.
However, we noticed that the i7-3770 hits a maximum frequency of only 3.7 GHz (multiplier x37 in CPU-Z, under load), while -according to the CPU's specifications- its maximum Turbo frequency should be 3.9GHz.

* Is the HP ENVY h8-1409eb out-of-the-box configured to cap max. CPU frequency to 3.7GHz?
* Can I fiddle with the BIOS and change settings on this system to put max. Turbo multiplier to x39?
* To enter BIOS on this sytem: 1) ESC; 2) F10? Right?

The motherboard apparently is of the HP Formosa type.
Does it allow any changes to the CPU multiplier at all?

I got into the Computer Setup Utility using ESC and F10 upon boot.
There seems to be no option to set the multiplier manually. Bummer!
This BIOS doesn't support fiddling with the CPU, at all!
