Dose any one know how to change the windows hot keys, for example, how
would I disable F1 = Help and support with out using any aditional
services or programs.

You must be pretty confident in the use of Windows programs to want to
disable F1 for help. Back in the DOS days it used to drive me nuts that
WordPerfect used F3 for help when most other programs used F1. Yes, I
know, you could have changed WP's default action.
