Every time I log onto my dell laptop, I get the following message
Error loading C:\PROGRA~1\MYWEBS~1\bar\1.bin\M3PLUGIN.DLL
How can I resolve this?

Uninstall that toolbar. It's adware. Then use a registry cleaner program to delete the key from your registry. Then use msconfig to remove it from your startup routine.
