You can turn the caps lock off, you know...

I don't know how you figured out a current sensor was malfunctioning at all, no software application I've ever heard of can tell you that kind of information about a desktop, let alone a notebook.

I think you've got your problem named incorrectly. What exactly is going on?

THE LAPTOP IN QUESTION REFUSES TO POWER ON, EITHER ON BATTERY OR WITH THE DC POWER PACK. THE POWER LED FLASHES THE FOLLOWING ERROR MESSAGE, SSLSSLSS. THE INTERPRETATION IS THAT THE ERROR MESSAGE IS 24H MEANING CURRENT SENSING IC NOT NORMAL. HOW ON EARTH DO I IDENTIFY THE CURRENT IC AND HOW DO I NORMALIZE MY LAPTOP.

I would say your motherboard has incurred some damage. If it's not in warranty, take it apart and inspect your motherboard. In particular, look for blown/bloated capacitors.

Also, if you've got a multimeter, measure the output of the power supply and make sure it's operating normally.

and...please turn off the caps lock...it's really quite annoying..
