Strange Probles in Windoes 98SE

I have win98se with a moterboard (qdi brillant 1s/2000) based on the 440bx chipset. I just installed the os and i have the 3 following problems:
1. When i try to restart ( Start->shutdown->restart), the computer is shutting down.
2.After switching on again, i get the scandisk message (that the computer did not shutdown properly.)
3. After scandisk, i get a message that the registry is corrupted and windows is fixing it.
These happen every time the pc trying to load the os. Any help?
 
I would go for pulling the system apart and install a bare bones setup. Memory, gfx, floppy, HDD etc.

Format the drive and start again.

A long shot I know, but I've had this exact fault after tweaking the BIOS settings for speed. Specifically, reducing CAS latency timings. Try resetting BIOS to defaults, it only takes a few mins and won't cost you anything (make a note of current settings, of course).
