What are the most important specs for a monitor to stop eye strain? Is it refresh rate, contrast?

If you're refering to LCDs, refresh rate its not an issue to eye strain.

On LCDs, maybe a good anti-reflection coating.

But be carefull with some that use low quality bulbs for the backlight.
