Block all software from being installed?

I'm building (another) PC for an elderly man (90 years old) who is totally incapable of determining what may be a virus, what is potentially spyware, etc. even at the most obvious of times. He installs tons of the stuff. I'd like to add a program onto this new build which will prohibit ANY software of any kind from being installed, unless a password is entered.

The PC will run Windows 7. Can anyone recommend such a program?

I plan on buying Window 7 Home to put on the PC. I know that AppLocker would achieve this result, but I'm not forking out an addition $120 for that feature in Windows 7 Ultimate.

Just place his user account in the "Users" group and he won't be able to install anything. Then place a strong password on the Admin account.
