What can cause red lines across monitor screen?

my dell monitor places a red line over every word that I type.
does anyone know why this happens?
DOES ANYONE KNOW HOW TO FIX IT?

i would go to dell website and click to speak with one of thier online techs, its free, also i know it has something to do with one of the shift keys, just dont know with one
