HP laptop locking up, out of idea's!

Hello all I am new to posting on this forum but not new to looking for answers. I have a problem with a laptop I am working with Here is the symptoms

locks up, on boot up and will shift the display to the right and lock up or the display will just go crazy looking and locks up, on bios, os install and will not get as far as the xp boot logo and stall.

What I have done so far,
test the hdd, tried another know good one.
tested all the ram and dimm's and with know good ram
tested with out hdd
reset bios
tried booting from cd-rom
