No. Preinstalled OEM versions of Windows XP cannot be transferred
to a different computer. The license is tied directly to the originally
computer it was originally installed on.

If the computer came with an OEM version of Windows then it is tied to the
machine.
The only way you can transfer it to another machine is if it is a retail
version of Windows.

You might be able to, but Microsoft would prefer that you pay them more
money.

If you tried, you'd face two obstacles:
1. Obtaining a generic OEM disc.
2. Activating Windows. You might have to phone the activation center and
refuse to answer their questions, or lie to them.
