After replacing graphics card the consumer ir device wont load

After installing windows 7 clean full install and updating video graphics card driver and reboot for gpu to work , I cannot boot up to windows i get black screen.. I went into safemode and found that the consumer ir device gets a 31 code cannot fix or update driver.. Is my graphics card bad or your guess is as good as mine?
