Yes of course it can.

The installation disk will be provided in an ISO format. If it isn't, you can download the relevant edition from here

Just use the key that you get with the correct version.

Ironically enough you would still need a running computer to download it to. The download is in the form of an iso disc image which you can either burn directly to DVD or extract to a usb drive. If you're using the usb drive there are a couple more steps but google's a god for that.

Windows 7 DVD and USB tool from Microsoft works great and does all the work for you.

I just used it yesterday for the umpteenth time, to reinstall Win7 on my step mom's computer.

found yumi to be even better than windows 7 dvd and usb tool

and you can do multiboot with it--more than one operating system,anti virus tools etc

Digital FULL version. It's just I still don't understand why Microsoft don't sell Product keys on their own instead of the whole package.

If you buy it through the Microsoft Store you can get it via digital download

That's great but I don't think i'd ever pay $200 for a download version. Besides I wouldn't pay it for a Normal version

You are buying the key, it's up to you what you choose to do with the disc or digital download that comes with it. However, Microsoft have got to assume you don't already have installation media.
