Change Refresh rate from outside O/S

Does anyone know how to change the refresh rate from outside of the operating system? My brother has had a monitor fail, and switched with an older one. The screen is all swiggles because it won't support 85Hz refresh rate.

How can this be adjusted? Booting WinXP Pro Safe mode is set at 60Hz default, but doesn't let you specify to KEEP it at 60Hz when it reboots!

Is there an .ini file somewhere that can be edited? How can one fix this in WINXP?

what about just changing the resolution in safe mode? (I'm guessing, so don't slay me if it's stupid)

Booting in safe mode skips loading drivers for video/monitor. It seems only 60Hz is available, and it display fine in safe mode, but it goes right back to 85Hz when rebooted, and is unviewable!

Does anyone know a work-around for this?

how about this: Come up in safe mode, and uninstall the video adapter. Then when you come back up, it will re-install hopefully with more resonable settings. Worth a shot.
