I've been having this ongoing problem for several months now, it happens when my screen comes back from sleep mode and/or screensaver mode. When it "wakes" up I see about 3/4" at the bottom of my screen flickering until it stabilizes, once it stabilizes the image is fine. Is this a sign that my CRT is dying or is there a simple/quick fix for this problem? This is a 19" CRT I've had for 4 years or so and I like it alot for this particular computer (family computer).

Sounds like there is a leak in the tube or something. I would get a flat panel plasma because they save so much energy and never go out (so I've heard).
