Yeah, you are probably right. You could actually get away with a 7600GT or X1650 and save yourself 50 bucks. My only concern with the 8600GT is that there is no gauruntee of how it will handle DX10 games. I mean yes it's DX10 compatible, but will it really have the horsepower to run those games even at lower resolutions?
What I would do: By yourself a $100 7600GT and wait and see how DX10 plays out with the current cards. You may end up paying more money, but you won't kick yourself if the 8600 flops with DX10.
If you can afford it, get the 8600GTS, it performs close to the 7900GT and X1950.

And will the E521 PSU handle a 7600GT since it consumes more than a 8600GT,i'm gonna get that instead and see how the 8600's perform in dx 10 games before i buy.
Yes, it should be fine. It only needs a max of 19 amps on the +12V rails and that PSU has just over 20 (something like 23 I think). Plus those numbers were created with a kick a$$ system, which yours probably isn't (not insulting ur rig, but it's probably no X6800 beast).
