What must be done to a new hard drive and which files must be on the Hard
drive before Win XP can be installed?

A new hard drive requires a creation of a partition,
then a formatting of the new partition.

Just follow the procedure as outlined:

Clean Install Windows XP

Nothing.

None.

Just boot from the Windows XP CD (change the BIOS boot order if
necessary to accomplish this) and follow the prompts for a clean
installation (delete the existing partition by pressing "D" when
prompted, then create a new one).

The hard drive has to be partitioned and formatted before WinXP can be
installed. However, the good news is that the
WinXP CD will do all that for you.

Thanks, I am rebooting from my CD but XP hangs when "Setup is Starting
Windows". I have to reboot again and again.
