dvd buner causing computer not to shut down

hey recently i got a new cpu(amd athlon xp 2800+) and psu(400W)
now when everything is connected in ie hard drives connected to powersupply,in windows i ask my pc to shutdown instead it restarts now when i take my dvd burner out(take the powercord out of it ,and click shutdown it shutdowns fine
any one no how to fix this

i have a asus a7v8x
and a lg dvd burner GSA 4081B
 
Is the DVD burner the only thing on that IDE cable? Have you tried swapping cables. This can be caused by a faulty piece of hardware. I had similar issues with a modem, it even worked, the computer just wouldn't shut off.
