2.5" external HDD help

Planning to get an external HDD for my laptop/desktop on USB 1.1 and 2.0. There are two 60GB Toshiba drives that I shortlisted: 4200rpm 2mb cash and 5400rpm 16mb.
Now, since the HDD will be set in the ext enclosure all the time, the question is about the rpm/mb. Do I need 5400/16mb on USB2.0 or will I get same bandwith/experience with the cheaper 4200/2mb?

In an external enclosure the lower speed drive will likely have a similar transfer rate to the higher speed drive.
