Making uniform toolbars for all users

I would like to make the toolbars throughout my organization uniform. I
have a toolbar that I'd like to exist on every toolbar, no matter what user
logs on. How can I do this? I've thought about making a script to just
push the toolbar contents into the Quick Launch, but I'd really like the
toolbar to expand and be organized, rather than just be a bunch of icons or
open up into an Explorer window.

I can't seem to find any registry settings relating to the toolbar, other
than to lock them down. Any help would be appreciated.
