installing programs in safe mode

is better to isntall programs or applicaitons in safe mode rather than
regualr mode due to all the background services or programs.

No. While software authors usually recommend that you exit all other
software before installing a new program, this does not require to
boot to the Safe Mode. Several hardware devices may not work here and
also your background antivirus tool will not run and specially this
should not be the case when you execute new applications for the first
time to avoid an infection.
