I do not think there are any good open-source or free boundary-scan tools. The only free/open-source boundary-scan tool I know is UrJTAG (
http://urjtag.org). But it is a command line tool so for me it is not very practical.
Boundary-scan (JTAG) tools can be divided into two groups:
1) low-cost interactive tools to observe and control pins on a graphical view with mouse clicks. JTAGTest is one of them, another two are Universal Scan and TopJTAG Probe (
http://www.topjtag.com/probe/). I personaly use TopJTAG Probe and like it very much.
2) Expensive (thousands of $) big boundary-scan tools with scripting support (with a library of ready test scripts), flash and eeprom programming, and possibility to generate test vectors from PCB netlists to test PCB for shorts and opens.
