You have a leaky monitor, some models have a hole on the side where icons and programs can slide out of and they fall on the side of the computer the hole is on. Tape the right side of your monitor completely and then check the right of your computer. If Internet Explorer is not falling there anymore you are set. If it then shifts to sliding to the left, you need to tape the left side.

It may also help if you explain exactly what is happening. It does not open, or it does open and then minimize or opens in a small window? Did you try maximizing the window?

open IE. right click on the taskbar and select "cascade windows"
