Refurbished Dells

Ok, so as far as I've read, people pretty much HATE Dell and think it is overpriced. However, I've seen a 479 usd Dell refurb, with q6600 and 6gb ram, and 640GB HD. Do you think this is a good deal?
I can assemble my own PC. I'm typing this on a 6+ yr old Pentium 3. (with 512 ram!), but lately I just don't see the point in assembling my own computer, no offense to the PC enthusiasts here. I'm not looking to play Crysis (played the demo on another PC, boring), just some RTS games like Sup Commander and Company of Heroes and do some typing and illustrating. So, no actual heavy duty stuff.
I will probably put in my old 7900 gs.
Anyway, bottomline is, it just seems like a good deal. 479 for a quad core intel and 6 gb of middling ram (667 mhz) with a new vista os... I'm kinda sold. I've looked at new egg and mwave and tigerdirect, and I just cannot put this kind of setup even with the cheapest cases and mobos I can find online.
But then again, it's refurbished.

-Is it a good deal for 400 usd?
-Is refurbished good?
-What PSU's do quad core Dells come with
