Anybody know the type of panel used on this model? Also, Dell offers another 19'' monitor, the S199WFP for the same price. Any difference between the two? I did a quick comparison and came up with nothing. Also, if you have any other recommendations for 17 or 19 inch widescreens at or under $200, please feel free to list them. Not looking to get in until December, so I got time.

It's a TN panel. Low cost LCD monitors always use TN panels.
If you are looking for better panel technology, then you will need to consider the Dell 2007WFP. Dell lists two 2007WFP monitors and are at a price premium compare the Dell monitor you selected.
Why two 2007WFPs? Dell does a panel lottery. The $399 version uses a S-MVA LCD panel. The $469 version uses the superior S-IPS LCD panel.
By superior I mean better color accuracy and viewing angles.
If you want speed for gaming (at the cost of color accuracy, viewing angles and black levels) then stick with monitors using TN panels. That's actually not very hard since they have "infected" almost all monitor sizes.
