Ok, I'm looking for the best LCD monitor $400USD can buy. It will be primarily used for gaming and working with multimedia. I would love a 22"-24" with native res of 1920x1080 (1080p) or better but don't know if this is wishful thinking at this budget or not. Obviously response time is important for gaming but I also want something with high build quality. With all the brands out today I want to avoid low build quality parts with fancy marketing.

After looking around a bit, it looks like the high performance 24" monitors are out of reach of my budget. I'm still looking for a good 22" supporting 1080p or higher native res. I just need an idea of which brands and models to look for and which to avoid.
UPDATE: I've found a KDS 24" 5ms monitor model K-24MDWB for approximately $400USD w/shipping:
Currently there is no 22" monitor with a resolution higher than 1680 x 1050. That's below 1080i/p.
Lenovo should be releasing the ThinkVision 220X in November which will be the first 22" LCD monitor using a S-PVA panel instead of the "inferior" TN panel technology. This will also be the first 22" LCD monitor that will support 1920 x 1200 resolution.
However, it will come at a price; the suggested price is $550. I expect street price will be $475 - $500. That puts this high-end 22" monitor in competition with low end "inferior" 24" LCD monitors using TN panels, and low end no-name brand 24" monitors using a S-PVA panel.
