How to add a sata hard drice to a packard bell ipower x3

Ive put the drive in the carriage its an Hitachi 1tb drive its it slid in but I hear no power up or anything, I cant discover it in windows and my bios wont find it automatically

Have you made sure you have plugged the Power cable and the SATA cable in properly ?
