Weird setup question, TV on LCD?

Alright so here's my dilemma. I bought a Samsung LCD 22" Monitor (2232BW) for my dorm room. I will eventually build a system to go with the monitor, but it was a deal I couldn't pass up ($230 OTD). My problem now is, I'd really like to be able to watch TV on it without a computer. I'm not sure the best way to go about it. I'd really prefer not to buy a USB tuner for my laptop..it doesn't really have enough power. My main question is, what's the best way to go about this? What would I need to buy? I'm looking for the cheapest solution possible, less than $100? Thanks in advance!
