Poor reception on low channels

To avoid the interference that comes with the lower frequency channels (channel 2, 4 and 7), is it possible to modulate these stations on a higher frequency channel that is available? This is a small hotel with a cable TV system which receives and modulates each channel individually. I have channel 37, 38 and 39 open which I would like to set up channel 2, 4, and 7 on. Would that work?
