How To Detect Dropped Frames

I am new to video capture and editing. I want to buy a video capture device that won't drop any frames.

I have read where some video capture cards drop frames. How does one know other than poor digitized video quality if a video capture card has dropped any frames? Is there software out there that can detect this? Or is this something that would be found in DVD authoring software?

If you buy a decent capture card with hardware encoding you shouldnt have a problem.

Hauppauge and Pinnacle make good video capture cards.

It may also depend on what computer that you are using.
