I need to format my c drive and cannot seem to do it
Run a boot disk and then boot from that disk that you insert into the A: drive. This will be a bootable A:\ disk. Then just format the C:\ drive. You are running windows. It won't boot a drive that it's currently running under. Failing that, get a version of Ubuntu, boot from CD and then format like so.
