Toshiba Satellite a110-st111 keeps restarting

My uncle gave me his laptop telling me he hadn't used it for a week while he was on vacation and when he came back it said something about power and then asked him for a password. It asks for a password right after the toshiba splash screen comes up so he puts in the password, which I assume is the same password to sign into windows, and it goes to the windows loading screen. After that the computer will flash a blue screen, so quick that you cant read it, and then the computer will restart. This time when it restarts it goes to the error screen that says windows didn't start normally and what do I want to do. No matter what option I pick it will load windows for a little then restart again in an infinite loop. If I power the laptop off then turn it back on it will start the process over again by asking for a password.

He said he left the laptop plugged in for the week he was on vacation so could it be some power surge or something that messed it up? No idea how to fix this but any help would be appreciated. Oh and he has Windows XP, most likely fully updated.
