buying video card and need expert help

I'm building a new computer, the first one i ever done, and i need to know what video card to get. I have about 250-300 $ canadian, maybe a bit more. Not sure if i'm getting a pci-e board or not, so AGP and PCI express cards suggestions would be appreciated.
