I have a Comcast SD DVR. It plugs into my "Dazzle" connection from Pinnacle Systems nicely and I am told by Comcast (and given instructions as to how to) that I can record from the DVR to videotape. Wouldn't that also imply that I can Download it to my computer? Any suggestions as to how?

Hook the DVR up to your Dazzle component as you would to your VCR. As you play your DVR content, it should appear on your computer. The Dazzle software should provide you with a way to record that content.
