Everytime my machine goes to sleep or or turns on i get a window in the middle of the screen telling whats going on.

is there a way to turn this off?

When the machine goes to sleep, the screen goes black, with a window stating Digital signal... turns off comes back on, black with window saying analog signal, off, back on, going to sleep, off... or something to that effect.

Is this normal?

Mine does that too, using ATI All-In-Wonder 9000 Pro with Samsung 193p+ LCD on DVI connection. Catalyst 5.5 drivers. It's a small grey box that doesn't stay on very long. What monitor are you using?
