The only good monitor close to your budget I can think of is the Philips 190P7ES. It comes in three guises, the 190P7ES/00, 190P7/ES01 and 190P7ES/10. Now, be extra careful, the 190P7ES/10 is a TN so it's not good for you. The 00 is a P-MVA and the 01 is basically it's successor and is a superior S-IPS. Obviously, you should go for the 01 but the 00 will also serve you well if you can't find the 01. I don't think that they have D-Sub inputs though, but they are the best monitors at their price range.
