I need to transfer some programs from my pc to my laptop... Can it be done using 2.0 usb ports and cable?

Most programs need to be 'installed' on a PC or laptop.
You can use a USB cable to transfer files and program data between PCs (PC to laptops too).
Look into Windows Easy Transfer

What programs are you looking to transfer? What versions of windows are involved? XP PC? Vista laptop?
