Simple question, what's the best set of speakers I can get for under 150 pounds? Not used and for music, I don't want gaming style booming bass sort of thing.

You want clarity over power?

Excellent - that's what I tend to go for, but a lot of people prefer the other way. Probably some of the best for that price are the M Audio Studiophile AV 40 speakers. Excellent quality, and designed to be as clear as possible.

Just one question I see them marketed as both Monitoring and Hi-fi speakers is this because they are good enough for both or better for one than the other?

They are good for both, since both uses require highly accurate reproduction of sound. If I were in the market for PC speakers in that price range, I would get those.
