My local Fry's is selling an NEC 19inch LCD monitor at a good price but has only a 5ms response time(instead of 2). I will be using the display for some gaming(Quake 4),watching movies, video editing, and other typical stuff. Would a monitor with a 5ms response time be okay? Is there much difference between a 2ms and 5ms response time? oh, and the monitor is the LCD193WXM-BK model.

5ms is fine. Keep in mind listed response times are gray to gray, in other words when there is no visible difference. White to Black and Black to White response times are much higher (typically 12 to 20ms) and are hardly ever posted.

The best way to subjectively measure response time to to watch high contrast text move smoothly across the screen. The clearer the text the better the monitor's response time.
