If you're replacing capacitors that have failed, perhaps not a good idea to use ones rated at a lower voltage than the ones which failed ?

However, ratings are not so critical that you have to replace with exactly the same rating -- and it's possible that the manufacturer just went for the nearest available(higher) rating than the circuit demanded, so you might be okay.
